I think this is where the deep involvement of the IRS in the ACA and healthcare is rearing its ugly head (the IRS's ugly head).

Knowing that there are probably millions of poverty-level people across the country who have not filed income taxes--because they work for cash under the table or simply do not have income)--it seems to me that....

When an extremely intelligent, capable and educated-with-law-degree person cannot get the application process done reasonably, all the thousands or millions of under-educated and slow-minded people who haven't filed taxes are just plain up s-creek without a paddle.

And where do these people go then? To the E.R. where they rightly cannot be turned away, which is the most expensive setting possible for care, and is the place that is most expensive to run because it is set up heavily-staffed and heavily-equipped 24/7/365 to handle "emergencies" of life and limb, NOT urgent care, minute clinic, nor primary care problems.

Add to that the person's insurance depending on the IRS, and it's an abyss.
My situation is quite complicated. I am sure there are others kind of like mine as well.

I did have a medical problem a month or so and just went to Urgent Care and my parents picked up the bill. I really want ObamaCare to work for me in one way or another so that they no longer have to do this.
