Sorry, but stop signs would NOT do the same thing. When the arms are broken off the gates (as they often are), stop signs and cones are put out. They are blatantly ignored by many. Heck, they don't even bother to slow down much of the time, much less stop. Might be cheaper, but by no means effective.
You are right in the drivers here could be more courteous...as could diners, shoppers, etc. Just sayin'
