After all there is more damage done daily from behind the wheel, so why is there not ever a discussion about the incapable, the mentally disturbed, the drunk, the drugged and how to prohibit them from driving.......practically and politically impossible.
Ditto for guns!

Actually you must pass 2 tests to drive a car... the same is not required to own a gun.
