That's a very interesting question. I see the devil more as a reflection of the evil within us already. This evil sure can prosper if good people do not live by a code like that found in the US and State Constitutions as well as in the Golden Rule which is the basis of many religions. It can happen anywhere and anyplace that the worse passions, ideas, prejudices, hubris, etc. of people take over.
There is also the problem when some philosopher, leader, etc.'s ideas become bastardized like with Friedrich Nietzsche, Charles Darwin and that despicable philosophical idiot Alfred Rosenberg.
