You really need to go into more detail
regarding what the problem really is with your oak tree.

Oaks are beautiful, majestic trees.
There is nothing "high maintenance" about them,
so what are you really saying???

Perhaps you need to have it shaped one time by a professional arborist.
Are you speaking about the leaves in the Fall?
If so, your lawn people should be taking care of that.

And no. By law, you cannot indiscriminately remove your tree
because you think it is "nasty."
