I think people should be checked upon entering the pool. Checking people after they're in is like closing the barn door after the horse is gone. If jumping in the water helps them avoid being verified, checking at the gate is the answer. I know this would be an added expense for the VCDD but maybe just doing it in the high season is the answer. I bet they're are seniors who would jump at the chance to make some spare cash checking IDs at the gate a couple of days a week..
