I never imagined pets wouldn't be allowed, so truthfully, I never asked. And I read there are communities that wouldn't allow dogs...never researched that either. Again, just curious...not looking for an argument.
I, as well, don't really understand your question?? In any community, if pets are "allowed"..... it is considered "pet friendly". If dogs are allowed on a beach, it is considered a "pet friendly beach". If a hotel, RV park, park, etc.....it is considered "pet friendly". I don't believe there is anything "promoting" the Villages as being "pet friendly"...just the fact that they are allowed makes it so. I guess that folks that would rather not be around them for whatever reason can search out ares that do NOT allow pets.

So many seniors lose a spouse, are separated from family, are lonely...many reasons, and they want the companionship of an animal. I think since this is a community of seniors, you do see quite a few pets. I know that as long as I am able, I will have a pup or two.
