First you have to catch them at it, and that means more traffic cops, and that costs too much $$$.

I see mistakes made in roundabouts every single day--many more mistakes than you see at traffic lights and stop signs. Maybe in another half-century everyone in TV will have learned to follow the rules in roundabouts.
