I know for a fact that their was an accident last week with a 13 year old driver and an over turned golf cart. Grandma in passenger seat (and yes she had "2" glasses of wine). She said "My granddaughter was just driving around in my area- the tire MUST have been low" when it turned over--both granddaughter and grandmother injured. Police were notified- Warning given not even a report taken by the officer....
So Against the law yes, but when the Police start holding Grandparents, Parents, Outsiders, Neighbors and whoever allows such behavior accountable....then things might change. I felt the worse for the granddaughter who innocently reported "My grandma fell over me, I had to wake her up and push the golf cart back up myself".
Which means- Grandma was unconscious for a bit of time and this girl was scared--accident time estimated at 1130pm last Friday night.
