I could not agree more. Maybe a state sponsored program like the Hurricane Relief fund we are all forced to have to contribute. If there was money available to offset expenses for fixing a sink hole that did not fit into the Catastrophic Ground Collapse definition would be a positive step. It may not be as efficient a program as run by a private firm but I don't believe your going to see any private firm step up to the plate at this point.
