I would say what is lacking here is leadership the ball has been dropped by the state of Florida causing severe problems for some of Florida's citizens. Someone needs to step in and fill the vacuum.

I could not agree more. Maybe a state sponsored program like the Hurricane Relief fund we are all forced to have to contribute. If there was money available to offset expenses for fixing a sink hole that did not fit into the Catastrophic Ground Collapse definition would be a positive step. It may not be as efficient a program as run by a private firm but I don't believe your going to see any private firm step up to the plate at this point.
