First off..the rules are different for FM non-commercial "translators". Most of them are NOT low-power "fill-in" transmitters but normal power sticks and that coverage is different than AM "fill-in" translators. Secondly, AM fill-ins MUST be in their city of license and are very low powered. Often not more than 10-20 watts except under very unusual situations. Thirdly, FM fill-in translators for licensed commercial stations are rarely granted by the FCC.
Z-88 operates much like the Family Life Group in upstate NY. They have "translators" all over the state, but are allowed normal power. WVLG would not be eligible for that sort of consideration.
