Screaming, bratty kids continue to wreck others' dining experience because their parents LET them. Dog "parents" who refuse to discipline the dog as the bratty kids' parents do are the reason I think there will be problems with various dogs who don't know each other in a restaurant with food being served.

Just as restaurant managers do not want to have to say "no" to people who refuse to discipline their kids, they're not going to want to say "no" to unruly dog owners, either.

Does anyone really think a restaurant manager is going to take a stand in front of other customers and evict a dog owner whose dog is acting vicious and baring its teeth at another dog, patron, or the manager himself??? I don't think so.

It will depend on the permit granted or not. Time will tell.
I have yet to see an unruly dog in a restaurant setting. I have, however, endured many unruly children in restaurants.

And no restaurant manager has ever evicted an unruly kid whose parents are not in control.
