Screaming, bratty kids continue to wreck others' dining experience because their parents LET them. Likewise, unruly dogs bother other people because their owners LET them. Like the bratty kids' parents, they refuse to discipline the dog and allow it to do whatever it wants, wherever it wants to do it.
The many dog poop threads here show how many dog owners say they "can't help it" if their dog goes onto somebody's yard to toilet there....as if they have no control over the dog on a leash.
Dog "parents" who refuse to discipline the dog as the bratty kids' parents refuse to are the reason I think there will be problems with various dogs who don't know each other in a restaurant with food being served.
Just as restaurant managers do not want to have to say "no" to people who refuse to discipline their kids, they're not going to want to say "no" to unruly dog owners, either.
Does anyone really think a restaurant manager is paid enough to take a stand in front of other customers and evict a dog owner whose dog is acting vicious and baring its teeth at another dog, patron, or the manager himself??? I don't think so.
It will depend on the permit granted or not. Time will tell.

Of course a manager would tell the owner of an unruly dog to leave, especially the way you describe this behavior......
tell the parents of an unruly child to leave?...never.
I've never ever seen an unruly dog at a restaurant. I've seen plenty of unruly kids. I don't believe the owner of a dog that has the potential to misbehave would ever bring the dog to a restaurant.....but they would bring an unruly kid.
