) you can play some more or try to get the real diameter of the wheel. Playing is easy...
At the risk of stating the obvious....
If the number you have in the speedometer is 1476, that means the cart travels 1476 mm when the wheel rotates one time. If your speedometer is reading higher than your real speed, it means the cart is NOT REALLY travelling that far for each rotation.
Reduce that number to say 1400 and check, repeat until you have it nailed.
