Does that mean what it says, that you weren't ready to order before 3:00 even though you were given lunch menus when you walked in at 2:45? When you sat at the bar and ordered the wine and drink, did you indicate that you were also ordering lunch? I'm just trying to understand exactly what happened.

Although I think that customer service is more important, it could be that they were gearing up for dinner, it was after 3:00, and even though you were given lunch menus, you didn't signal your intention to order lunch when you ordered your drinks.
They were given a Lunch Menu when they arrived. Plain and simple.
