United Way campaigns are conducted by locally run locally managed organizations with the great majority of the funds distributed in the local community. The National Office, which is where the salarries of which you speak are paid, receives a fee of 1 percent of the annual campaign. For this they provide advertising and other consulting and admin assistance.
