Default Cart almost flipped

A while ago my wife, our dog bailey, and I were sitting out in the front yard observing the approaching storm. Coming off Chapparell street this cart tryed making the turn onto our street at a high rate of speed. He hit the curbing and went into the next yard almost flipping over. He bounced around and I seen he had a little dog. I ran over thinking the dog had been thrown from the cart. The guy guns the throttle and speeds up the street. No sign of dog so I assume it stayed with cart. I am so ticked off by this person but i'm glad I didn't have to call for paramedics. I'm concerned about the small dog since I couldn't clearly see it in the seat next to him. I can only describe the cart as electric, bright yellow with black top. The driver was an older white haired man which doesn't help. The dog is white and about the size of a Carnes terrier. Unfortunately no one else seen this.
