I doubt you can fight it or that it is worth it. You also (to my knowledge) cannot fix it for anything reasonable. Sounds like you have a cart like my two Club Car
series carts. They coast, the controller does not measure the speed of the motor, so if you are going down hill or (believe it or not) with the wind, they pick up speed, even if they go 19MPH on the flats.
When you own that type of cart, you should invest in a $20 speedometer or have someone install one for $70'ish, so you know when gravity is moving you too fast.
You cannot blame the officer as I
suspect he/she has no clue that some carts coast downhill. You are far from the type of cart he/she is looking for if he/she is looking for "jacked up" carts. That said, I applaud a crack down of speed and aggressive driving in TV, be it car or golf cart.
