That piece has a photo of the Brinson-Perry dog park's small dog section which you can tell they put on a rather steep hill which is quite a pain to walk on while picking up your dog's pooh while also avoiding feces that others have not gathered.

If you hear someone yell "OUTGOING," it means someone's dog made a mess and they need to stop visiting long enough to clean it up! Oh yes, I have heard more gossip at the dog park than anywhere else, it's usually about dogs though! I have been to each of the dog parks listed.
