Things I would check, look at the water box in the photo for a leak. Check both water meters to see if there is flow with all of the water in the house shut off. Also take a look at the irrigation system for leaks. In our lot, all of the utilities run between the houses in this corridor, so it maybe possible the is a leak some distance away that is flowing the underground wires and pipes. In any case, you are probably going to need some professionals on site to figure out what is going on.
