If I were renting short-term, I'd expect the homeowner to pay the utilities. For six months or more, I think the tenant should pay gas and electricity.

Since the amenities cover water and garbage, I'd expect these to be paid by landlord for a long-term rental, but any amount over the basic amenity fee should be covered by the tenant. As a tenant, I would assume the amenities would be covered in the basic rent. I can't imagine the rent not covering the mortgage, insurance, taxes and amenity payments no matter what.
