It also irks me when someone uses a legal handicap placard when the handicapped person is not in the vehicle be it car or cart. I know it is hard to tell if a person is truly handicapped but when a person exits a vehicle and sprints into a store while parked in a handicapped zone it is a pretty good indication that he/she does not own the placard. Even when the handicapped person is in the vehicle but does not exit it and another person gets out and walks briskly into the store. Rant over!
