Very sorry your card was taken and hope they really need it real soon.
Worst case I know of. A doctor I know who had a heart attack and issues and got a handicap card for his car and parks in the handicap spots at my golf club in Northern VA. Actually needed and used as should be for a couple years. Well he still has the card, still uses it, but now walks 18 holes carrying his bag. I give him a really hard time every time I see him. To the point he avoids me. He gave me some lame excuse the first couple times, but it is still BS. If he can walk 18 holes of golf, he can walk in from the parking lot. I have even tried to report him to the DOT of VA, even told him I would, but they were not interested.
I believe one of the problems with the system is that people get one for a valid reason and than just keep using it even if the required reason no longer applies.
