Who wrote the inscription? I would take out two parts:
1)
give me your tired: Why would we want tired people? We want energetic people who are ready to roll up their sleeves and go to work. Tired people will go on welfare.
2)
the wretched refuse: This sounds like nothing but trouble. They could be criminals, the lame and those with diseases. More welfare recipients.
Instead, they should add this to the inscription:
Give me your law-abiding legal immigrants who are ready to work rather than collect welfare.
