When the diaphragm in that container fails the changes in water flow in the house surge. I think it is likely that you have need of repair of this item, and it may correct your problem.

Not all homes in TV have the air bladder installed above the hot water heater. Ours doesn't...we have individual air hammer arrestors installed at all outlets.
