If he decides he is not ready to play, probably based on how he plays his round today what he is doing is not allowing someone who really wants to play and is the next in line a chance to compete.

John Huh is the first alternate. He is at the course, practicing, and can be added to the field up to Tiger's start time if he withdraws.
One year at The Players, we had a player withdraw on the first tee. The first alternate was at the range, all warmed up, and just had to run about 200 yards to the tee when called.
So, Woods simple presence by itself does not prevent an alternate from getting in if Woods can't go.
