Don't mean to burst your bubble but the actual proclamation was written by Lincoln's then Secretary of State William Seward and subsequently signed and presented by the President.
Strangely enough they didn't run him out of town for mentioning God. I don't think he was even sued by the ACLU for breaching the separation of Church and State.
