Most building codes require any junction boxes to be easily assessable whether they are in the ceiling, a wall, or the floor. The only way to eliminate this floor box legally would be to remove or disable all of the active wires. If you can find the primary power source at the switch this could be easily accomplished by disconnecting the "hot" wire and safely capping the wire with a wire nut and electrical tape. Be aware, however, that some outlets are wired in sequence meaning that if there are 5 outlets on the same circuit and you disconnect for example #3 you could also lose power to #4 and #5. As others have said, I would seriously consider finding a cover for the box that does not attract as much attention and leave it alone. The advantage of having it there when needed more than outweigh the unattractiveness. Just set a potted plant on it and move on. Just kidding about the plant but you get the idea.
