I say dogs should be registered and have their DNA samples taken so that residents can purchase a DNA test to find the offenders! I love dogs but not the owners who have no concern for anyone else! Anyone recognize the evidence in the picture?

I've seen this many times and invariably, the owner looks away from the dog while it's in the yard and is half or 3/4 of the way up to the house. It's like the owner is looking away so they can say "I didn't trespass" and "I didn't see any dog pooping on any yard". Or "If I'm not looking at the dog, nobody else is looking at it either".

Just like toddlers who think they've outsmarted their parents, thinking nobody was looking.
