There were a series of these in the Pinellas village some time ago that appear to be related to system changes on the SECO system as they add or change facilities. I would expect this is the case due to the times mentioned, these would cause the least impact (I think). I worked in this field (up north) for over 40 years, and typically we would try to notify customers of planned outages due to planned work. I am note sure SECO does this.
