Windows 7 is an operating system, just like Windows 95 and Windows 8. Microsoft's naming scheme and product names are confusing to everyone.
A browser is used to get on the Internet. I like the Chrome browser but many like IE.
The Windows 7 operating system will work with the IE 11 browser.
