Florida statute----Title XXXII, Chapter 320 deals with motor vehicle licenses and states the following in subsection 22.
(22) "Golf cart" means a motor vehicle that is designed and manufactured for operation on a golf course for sporting or recreational purposes and that is not capable of exceeding speeds of 20 miles per hour.
Don't know where all this 19MPH bs came from. Lots of misinformation and rumors out there.
