Chacam The 19 and 19.5 is the speed the dealers set the carts to. It is just under the legal limit which as the law states is 20 mph. I am sure it is to relieve them of liability and to help prevent them from being sued.

When I was looking for a cart I noticed that Villages Golf cars had a tag on their cars with the max speed written on it by a tech. Most were 19,5mph. I also encountered dealers that would show me how to turn up the speed, but would not do it for me as they did not want to be liable.
