Is it "entitlement attitude" when executive golf workers are put in place to log in resident and guest ID cards and to collect trail fees and pull-cart fees when playing executive golf courses?

Is it "entitlement attitude" when people from surrounding towns who are at Spanish Springs for the night go to Katie Belle's and they're told they cannot enter without a resident ID card?

Nobody seems to have a problem with the costs of checking ID cards at those facilities, so why should the pool complexes be open to anybody who comes around and leaves them dirty??
