A simple rule of thumb is if it is overcast and you can still see some yellow or the overcast is pretty bright, use sunscreen. If it is a dark overcast, you don't really have to worry about it. However, it doesn't hurt to always use sunscreen and definitely use sunglasses on the bright overcast days -- it is really easy to get sun blindness on those kind of days. (And, no, I don't own any sunscreen company stocks.)
