Does this happen often to you? In seven years, this has never happened to us, and we eat out a lot.
Would this issue occur on a dog-friendly patio? If so, the dogs have every right to be there.
Often people take small dogs to the town squares in a baby stroller so they don't get injured, or it could be a dog with a disability.
If people are taking dogs in a restaurant where they aren't permitted, then you should notify management.
