My cousin spent his entire working career getting tenants to locate in malls. He is mostly retired but still keeps up with commercial property. He said the reason and it is mostly restaurants that have an issue, is that for a good part of the year the population fluctuates too much. If there were 105,000 people here 12 months, bit many times only half to three quarters of the residents are here. Can't open a business for jan.-march and after that its a crap shoot.,
