They have made several changes in the 2016 models. Very improved range. The ride on the Gem car is superior to any other street legal I know of. To go on the golf course you have to have the approved turn tires rather than the standard tires that it is equipped with.

Because it is the law. Street legal per Florida law is considered an auto and subject to the no fault/PD insurance requirements.
