Not to my knowledge. I’ve read HB 949 numerous times and there is no language requiring an adult accompany a licensed teen driver (under 18 YOA).

Whether they're in a golf cart or car a driver with a learner's permit needs to be accompanied by a licensed driver, correct?

Does not appear so. The bill that requires permits does not mention a licensed driver.
