There is no enforcement of anything golf cart related unless you have an accident, drive on a road you shouldn't be (and then they only escort you to where you need to drive) or are intoxicated. They will ticket if they see you go through a stop sign or red light in the town squares because that impacts the safety of pedestrians. There just aren't enough LEO's to provide effective enforcement here so they focus on the important stuff.

How can they ticket a 14 year old that doesn't have a license? I don't even think that they can require that a 14 year old produce and ID.

According to a local sheriff, once you turn old enough to have a drivers license (16), you must have a drivers license to operate the cart on the streets and multi-modal paths. After the age of 16, if you don't have a license or lose your license, you are not legally allowed to operate the golf cart there.

As I remember, they ticket the owner of the cart which is the parent or grandparent who is usually in the cart. All depends on the violation and the LEO.
