I remember this incident. The article says the owner plans "to keep a close eye" on the dog when they're outside. I wondered if that meant he was again going to let the dog off leash in his yard. They live on a pond... the "butterfly chasing" dog should have been/be on a leash.

It wasn't that initial mistake that bothered me so much as his statement that he would keep a closer eye on the dog going forward. I would have felt better if he said he's never letting his dog outside off leash again.
