It'll soon realize that, "If I go out & do my business I'll get a praise & a treat. Just a thought!

If I'm reading this right, you want a 6 month old shih tzu to go outside by itself. You have to be aware of all the coyotes and raptors in The Villages. Owls, Eagles, Hawks..... all of the them will snatch a tiny dog and make off with it. Your little dog should never be outside by itself, or off leash even with you near it.

Hi. How old is the other dog? Is she pooping everywhere too? Is she fixed yet? There is every possibility that she is just 'young'.
Additionally, if there are other smells of former pee... hers or not, she will mark that area as THE place to go.
IF you have taken her to the Vet and they have confirmed that there is NO urinary tract issue or other medical issue, vigilance is the only answer.
If you show frustration, she will react.
Do you walk them both on leashes AWAY from your home? This is a necessity as dogs are pack animals; regardless of size. Same-old, same-old could be stale for her. They benefit from leash walks or dog park visits, perhaps? Roaming is good for them. Controlled roaming to start.
If you still flounder, I have two small dogs and a courtyard villa. I would gladly take her for some charm school to see if she improves.

I have a cat and she prefers indoors. I assume you have a courtyard villa, fenced in yard. Animals know what is best.
