Can anyone tell me if there is an advantage to putting block up 2 ft or using glass on the bottom when enclosing a lanai?

I would say it depends on what the view on the other side is. My neighbor has floor to ceiling glass and the most gorgeous tropical garden on the other side. When you walk into her lania that is what you see and it is amazing.

You could have a problem with water intrusion if the windows are too low. Also, windows installed below a certain height (sorry, but I do not remember how low) must be a certain kind of safety glass, according to code. I'm sure it will be cleaner if you install windows higher up than ground level.

We had our lanai enclosed with glass all the way down. We did it so our two small poodle mixes could see out. They love it and so do we. It looks beautiful and we have not had any water leakage.

We have floor to ceiling glass also. We did not want to cut back on the air flow. Never had any problems with leakage either.
Neighbors had the bottom of theirs closed. They recently wanted to run additional electric outlets and when they pulled off the interior walls their electrician found mold behind the insulation. Spent weeks cleaning it off and redoing it the interior.
