When consumers have to pay for at least some of their healthcare, they shop for price as well as quality and expense of their time. Incentives to shop around to save oneself AND the insurance and government systems' money have been lacking when "somebody else" is left with the bills to pay, and when the patient is not responsible for paying the provider (or seeing to it that the bill gets paid).

Notice the difference in the costs of providing immediate care at a retail, urgent-care, or doctor's office, as compared to the ER......

"...treatment for three common conditions--pharyngitis, urinary tract infections and middle-ear inflammations--was similar at retail clinics, physicians' offices and urgent care centers. Patient cost per episode averaged $110 at retail clinics, compared to $156 at urgent care centers, $166 at doctors' offices and $570 in the emergency room, according to the article....."


And notice the three main reasons driving the growth and use of retail clinics.
