Neighbors yard

The neighbor behind my house has a drainage problem.
The water does not drain to the catch basin in the yard but lays in puddles.
This area is next to my yard and gives a bad appearance to the neighborhood.
The neighbor is a distant landlord and does not do anything to correct this problem even though I think the drainage was improperly installed by the villages contractor.
Does anyone know the proper procedure to report this issue and to whom?

Is that property still under warranty?
I would call warranty anyway and mentioned the problem to them.
See what they say and if they can't offer a suggestion, I would ask them who you can call.

There must be someone who is responsible. Hopefully, it isn't the ansentee owner, but if that be the case, assuming there is a renter in the property, let them put pressure on the owner.
