Zenn electric NEV?

Does anyone have a ZENN electric NEV? We're looking at one and while they are cute and they would keep the rain off of you we really don't know much about them.
Top speed is about 25 mph, are they licensed as a car or a golf cart?
If they are considered a golf cart, are they allowed on the golf cart paths or would they have to be on the road?

If you have one, how do you like it?
