does anyone know why, especially noticeable in the newer areas, they put nails with washers directly into the pavement on every street placed about every 50 feet?

According to my husband, these are survey markers. If you look closely at one of the "washers" you will see numbers. These numbers will correspond with your lot in one way or another.
