SS Web cam position

Are there any "insiders" who can tell us what's going on with the web cam at Spanish Springs? It has been repositioned again, and all you can see is just treetops and the top of the movie theater. Before that, it was pointed to the street North of the square. Surely this is not what the people in charge intended!
