I just don't get it, children under 5 must be in a car seat when in a real car but parents & grandparents feel they are safe in the front seat of a golf cart or even worse, being cradled in an adults arm while the adult is driving.

I was driving down Pinellas Place in a truck and a man pulled out in front of me from a Rec Center parking lot with a baby (about 6 months old) on his lap while he was driving the golf cart. I was horrified and couldn't believe that an adult would be so stupid and really wanted to call somebody but figured that it wasn't against any rules here so what can you do.

Hell, they even let their grandchildren drive their carts when they are way under the 14 year limit. I always wonder if they let them drive their cars also.
