If four people are renting a house, you can only get two resident IDs? The other two can't use sports pools etc?? How does that work?

The ones with resident IDs can get the other two guest IDs with the same privileges.

One must have a resident pass to use any sports pool.
"The sports pools are for residents only and are open from 7am – dusk daily."

I don't believe you can use the guest IDs for classes in the sports pool.

Your post doesn't say how long you are renting so I'm not sure if this would apply to you--
Mom and I have our home in a long-term rental program. I have gotten our tenants the Non-Owner Resident IDs that are good for two years. These IDs are a different color than the Resident IDs. I had to sign a form that allows them to get these IDs.
Of course, Mom and I had to turn in our Resident IDs when we put our home on the rental market.
